Azerbaijan in not Europe
10:30 - 28.09.2011Azerbaijan has reached to absurd situation seeking for control measures for libertarian population of Karabakh. It’s hard to evaluate president Aliyev’s latest announcement differently, where he said: “Azerbaijan is a secular country where many nations with different religious beliefs live without worries” and “NKR can use the European successful autonomy models”.
It is obvious that the latest announcement of EU representatives, that EU initiates to large its role in the conflict territories such as NKR or Transnistria, made Aliyev say it.
“We are starting to recreate the confidence atmosphere in those regions and will put a lot of effort to solve conflict issues. However, of course we cannot change the resolution circles in one day”, announced Stefan Fule, the Commissioner-designate for EU enlargement and neighborhood policy.
And stubborn Azerbaijan nation decided that it’s about time to start cultivating euro consciousness and hopes that Europe, that is “chocking” from gas provided by Russia, will soon get it from Azerbaijan and for that sake they will “grant” Karabakh to them. However, Baku did not take international processes into consideration.
I mean the ongoing serious changes in the world, that have already led to deflection of the old system of international relations and continuously moves towards the Central and southeastern Asia, Mideast, the Balkannes and Europe. For instance, USA was denying the fact that the recognition of Kosovo Independence could be precedent to all other conflict countries.
However, today not from EU representatives’ lips, but constantly ideas are announced that the independence of Karabakh would be recognized...
There is no smoke without fire. It’s not in vain that European and in general western media too often publish about Artsakh.
For example, Italian “Eurasia” journal of geopolitical studies there was an article entitled “NKR crisis: reestablishment of historical truth and perspectives”, where Juliano Lounga noted that “During all this time, as long as NKR is under control of Azerbaijan Soviet Republic, Armenians living in Karabakh are constantly being maltreated and are subjected to various abuses and pressures”.
The author reminded about the ethnic cleansings that took place in 1988, when Moscow and Baku worked alongside. He also talked about “Link” operation when 2 Armenian districts were cleaned from Armenians and he highlighted that NKR population took up very important steps, i.e. Referendum, which granted their independence”. Lounga believes that the responsibilities of latest violations are the result of Azerbaijan being militarized.
The New York Times published an article as well, which was more important. It said about the possible recognition of Karabakh independence in a case when local authorities keep certain conditions.
”Transparent governance, liberated elections and peaceful foreign policy have a vital role for “phantom republics”.
If “phantom governments” have good behavior then great countries must offer those ways of legitimacy. Economic and political reforms can go along and contribute to discussions of the sovereignty.
Meaning, the recognition will come only when Karabakh adopts the level of development of democratic civil society with the values, which are tacit in the West.
Both Armenia and Artsakh have to think about this. It would be better if Baku starts thinking about hundreds of people that are converted to Azeri in order to have self-determination.
